Refund = withheld advances minus actual annual tax. Without PIT-2 the advances are higher and the state returns the difference.
Why tax is refunded
Through the year, the employer withholds tax advances every month. At year end, the PIT-37 return calculates the actual tax for the whole year, factoring in the tax-free allowance (kwota wolna — 30,000 zł of annual income). If more was withheld in advances than the actual tax owed, the difference is refunded.
The most common cause of overpayment is a PIT-2 declaration that was never filed. Without it, the employer doesn't apply the monthly relief, advances come out higher, and a refundable amount builds up over the year. So it's always worth filing a PIT-37 — even if it seems like “there won't be anything.”

I didn't work the whole year — does that matter?
Yes, usually in your favor: a lower annual income means a larger share of the tax-free allowance, meaning a better chance of a refund. This calculator uses a simplified 12-month estimate.
Under 26 and no PIT withheld — what's there to refund?
If “ulga dla młodych” applied all year, no PIT was withheld, so there's nothing to refund on the tax side. But it's still worth checking the return.
